Not receiving SmartAlerts on authenticated devices?

I've correctly set up all my Smart Alerts and have gone through the process three times now to ensure that I'm not missing anything, but I cannot get any pushed alerts to show up on my device.

So far I have followed your steps front to back three times and a fourth time I used a development p12 file instead of a production one to see if it had an effect. It didn't.

I am able to successfully subscribe to alerts but they never get pushed to the device, so the device is registering, but for whatever reason is not receiving notifications. I am also logging errors; none reported.
